Title: Senior Procurement Lead

Employee Status: Regular Full Time

Work From Home Option: Hybrid - 2 Days/Week (40% Remote)

FLSA Status: Exempt

Job Overview:

Reports to the Senior Director of Procurement and works collaboratively with Procurement
Operations; Legal staff; Business Owners and various other departments and stakeholders to lead
the overall sourcing processes and to prepare and maintain high quality, consistent and accurate
RFPs/RFQs/RFIs and other procurement documents. Offers expertise to materials planning
negotiations, conflict, benchmarking and commodity management with vendors. Performs duties
assigned and supervised by the Senior Director of Procurement relative to daily procure to pay
activity and individual projects in an independent manner.

Essential Functions:

  • The duties listed below are representative of the assignments performed by
    this position and are not intended to be all-inclusive:
    • Ensure compliance with NYRA Procurement Department policies and procedures
    • Assist Business Owners with scope development and procurement strategy
    • Lead and facilitate sourcing events—RFPs, RFIs and RFQs;
    • Conducts Bids Openings and Chairs Assessment Committees
    • Analyze technical proposals and cost benefits
    • Reviews documentation submitted in accordance with NYRA policy to determine
      responsiveness of proposals received;
    • Reads / reviews contracts renewals or 3rd party agreements to identify opportunities for
      savings and negotiates best in class pricing with vendors.
    • In collaboration with NYRA’s Legal Department, works to ensure that agreements conform
      to NYRA’s Terms & Conditions.
    • Participates on negotiation teams for contracts, leases and licensing arrangements
    • Sources market pricing for material products and vendor services associated with NYRA’s
      operations.
    • Reviews vendor insurance policies to ensure they comply with NYRA’s requirements;
    • Performs vendor reference checks and visits vendor facilities, as warranted;
    • Analyzes vendor performance and enters conducts periodic vendor meetings;
    • Maintains up-to-date automated records in ARIBA, SAP, Monday.com, BidNet and Agiloft
      for all vendors and suppliers, procurements, contracts, and agreements executed,
      including renewal and expiration dates.
    • Develops new vendor relationships for NYRA
    • Communicates with vendors, suppliers and Business Owners regarding pending
      procurements, service agreements, contracts, and other requisitions- including Quarterly
      Business Reviews and Pre-Selling
    • Other duties as assigned by the Senior Director of Procurement.

Qualifications:

  • Education (minimum): Bachelor’s degree required; An advanced degree is an asset
  • Experience: Minimum of 4 Years working in a diverse procurement environment
  • Other Requirements:
    • Must possess strong verbal, written and interpersonal communication skills.
    • Strong work ethic with an ability to perform in a fast-paced environment.
    • Excellent organizational skills with the demonstrated ability to prioritize effectively and
      react to changes in situational urgency.
    • Demonstrated ability to handle and maintain complex and confidential information either
      of a corporate or a government related nature.
    • Ability to work in, lead and or facilitate the development of cross functional teams.
    • Ability to work in proximity to equine livestock, hay and grass
  • Knowledge Required:
    • Proficiency with Microsoft Office and Procurement software (e.g.SAP/ARIBA).
    • The ability to adapt in a fast-changing environment. Good understanding of contracts, pricing and industry standard procurement practices (Public and Commercial).

Summary of Physical Requirements and Work Environment:

Primarily sedentary in nature with no special demands required.

Pay Range / Salary: $76,000-$80,000
