Job Overview:
This is a critical role for an experienced and motivated individual who is accountable for the integrity of the payroll processing as well as the data maintenance behind it from start to finish. He/she will ensure all employees are paid in an accurate and timely manner while adhering to all legal requirements, confidentiality, and terms of the applicable collective bargaining agreements. As a Payroll Analyst, you take ownership of the payroll operations, creating efficiencies and are accountable for understanding and analyzing the labor costs and driving factors to aid NYRA in increasing revenue and reducing costs translating them into insights and actions through sophisticated analyses and commentaries.
Essential Functions:
Always maintain employee confidentiality and protect the integrity of the payroll data.
Responsible for ensuring the payroll department follows federal and state regulations and guidelines and administering payroll in accordance to the collective bargaining agreement(s). Should possess a full understanding of wage and hour laws and regulations including garnishment and multi state tax regulations as it relates to payroll.
Experience with Time Tracking systems or Collection Devices, Dashboards and Reporting Tools
Partner with Human Resources as necessary as it relates to payroll, benefits, new hire and termination inquiries, etc. Help ensure employees are paid correctly upon hiring and upon termination.
Run various audit reports pre and post payroll processing to ensure payroll accuracy and compliance. Research and resolve discrepancies and analyze any variances, etc.
Must possess strong organizational skills and be able to multi-task. Attention to detail while striving to maintain accuracy is viable to this role.
Strong interpersonal communications skills, verbal and written. Ability to work independently without close supervision and demonstrates good problem solving and trouble shooting skills.
Ability to work collectively with others as a team, both internally and externally. Ability to work well under pressure, when required, and meet deadlines consistently for deliverables.
Strong customer service skills and flexibility to adapt to on-going change.
Process various weekly payrolls accurately including new hires, changes and union deductions using our cloud based HR/payroll software, iCON and time & attendance, workforce management system to ensure compliance, accuracy, and efficiency.
Reconcile payroll prior to transmission and validate reports.
Thoroughly investigate, correct and follow up on all payroll discrepancies, errors and inquiries.
Prepare payroll distribution
Reissue manual off-cycle checks, place stop payments, and void checks. Possess knowledge and understanding of the state Escheatment process
Experience with the year-end process as it relates to W-2s, W-2Cs, etc.
Other Tasks as assigned include but are not limited to employment verifications, garnishments and wage data inquiries, union remittances, etc.
Qualifications:
Education: Bachelor’s degree or equivalent combination of education and experience
At least five (5) years of payroll and/or time and labor experience as well as some human resources experience preferably in a union environment.
Solid proficiency with MS Word, MS Excel, and web based systems.
Experience with web-based HR/payroll systems
Experience with Time Tracking Systems
Basic Accounting knowledge and performing reconciliations
Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP), highly desired

Pay Range / Salary: $72,000-82,000
